At Swades, sustainable development begins with empowered communities. Our Village Development Committees (VDCs) are democratically formed, gender-balanced groups (50% or more women) of local volunteers who lead change at the grassroots. Mentored by Swades, VDCs take ownership of village-level planning, execution, and monitoring across sectors — from health and education to water and livelihoods. Acting as the voice and anchor of their communities, they form the nucleus of all Swades activities — ensuring transparency, accountability, and continuity.
At Swades, we believe lasting change is possible when government institutions and local communities work in partnership. Our dedicated Government Partnerships vertical operates at the state, district, and grassroots levels to align Swades programmes with over 20 central and state government schemes, ensuring convergence-driven development. We engage deeply with government officials, formalise partnerships through MoUs, and hold representation in state and district committees — strengthening our role in policy-level dialogue. On the ground, we build the capacity of Village Development Committees (VDCs) and Shasan Mitras (trained community volunteers) to lead convergence efforts from within their communities. This collaborative model in essence, acts as a bridge between community aspirations and government delivery, driving long-term, sustainable impact.
CET is not just a training team. It is Swades Foundation’s core driver for community engagement and empowerment. Aligned with Swades’ 4E strategy and the ultimate goal of a successful Exit, CET builds local capacity by equipping community members with the right knowledge and tools to sustain development independently. Since 2022, CET has conducted over 9,000 sessions, impacting 1 lakh+ individuals across villages in sectors like health, education, livelihoods, and sanitation. At the heart of CET is the Gyan Mitra Cadre — a strong and growing network of 158+ certified local trainers, delivering 40+ practical, contextual modules such as goat rearing, financial literacy, and waste management. CET is creating a future where knowledge grows within the community, ensuring sustainable change continues from the grassroots, by the grassroots.
